As of version 3.7, some views, such as the standard Create New Article
view, include a tip that is chosen at random from a set of context sensitive
helpful hints.
Some users may not need the information in the tips, or may find that
they are an unnecessary distraction or waste of space. This
control allows you to choose whether or not you want to see these tips.
